Stablecoin Licensing in the US Under the GENIUS Act

The US Department of the Treasury has unveiled new regulations for issuing licenses to create payment stablecoins under the GENIUS Act. According to the document, legal operations within the country are permitted only for issuers holding a federal or state license.

Strict implementation timelines have been established. Starting January 18, 2027, the issuance of unlicensed coins will be prohibited, and foreign assets will be allowed only if they can technically comply with regulatory requirements. By July 18, 2028, exchanges will no longer be permitted to offer stablecoins to Americans without the appropriate license.

New requirements force major global projects to either adapt to US jurisdiction or exit this market. Treasury Secretary Scott Bessent has openly stated the goal of cementing the dollar's status as the world's reserve currency and maintaining America's leadership position in the cryptocurrency market.
