New Regulations in Russia Effective October 1: Prices and Benefits
Starting October 1, dozens of new regulations will take effect in Russia, affecting various aspects of citizens' lives. Key changes include higher utility tariffs and stricter regulation of self-employed individuals.
Changes to Utilities
Utility costs will rise by 8–22%, depending on the region. In Moscow, prices will increase by 13%; in Saint Petersburg, the maximum index will reach 14.6%, and in the Moscow region, up to 12.8%.
New Rules for Self-Employed Individuals
Self-employed workers are now limited to working with a single client via a platform for no more than 60 hours per month over six consecutive months. This restriction aims to bring order to the labor market.
Family Mortgage Terms
The interest rate for family mortgages now depends on the number of children and the borrower's region of residence. In most regions, rates range from 10% for one child down to 2% for five or more children.
Financial Innovations
- You can now replenish your own account with cash at another bank's ATM using the Fast Payment System (SBP). The limit is up to 25,000 rubles per transaction and 200,000 rubles per month.
- It is prohibited to obtain a third high-cost microloan if the borrower already has two unpaid loans with an annual percentage rate exceeding 200%.
Rail Travel Price Increase
Ticket prices for sleeping cars and general compartments will increase by 9.2%. Baggage transport fees will rise by a similar margin.
