Ukraine Approves Legislation Regulating Crypto Market

Ukraine Approves Law Regulating Cryptocurrency Market

The Verkhovna Rada of Ukraine's specialized committee has approved Bill No. 10225-d, which regulates the circulation of virtual assets. 20 deputies voted in favor of the decision.

The Securities and Exchange Commission and the National Bank of Ukraine will oversee the market within their respective authorities.

Only net profit from cryptocurrency sales is subject to taxation, calculated as the difference between the purchase and sale prices. Exchanging one digital currency for another is not taxed, and operations with crypto assets are exempt from VAT.

A preferential personal income tax rate of 5% applies to existing crypto assets until the end of 2028. Profits up to one minimum wage remain fully tax-exempt.

The law introduces mandatory authorization for crypto exchanges and custodians. New rules require strict standards for protecting client assets and conducting source-of-funds checks.

The second reading of the bill is scheduled for November this year. The official date for the law to enter into force is set for July 1, 2027.
