OFAC alleges that the company operated under the guise of ordinary commercial activity, masking transactions with sanctioned individuals and economic sectors.

Users of A7's services included organizations subject to international restrictions, including the Islamic Revolutionary Guard Corps (IRGC) and Hamas.
