Blocking for VPN Hosting: New Rules in Russia

As part of the "Antifraud 3.0" system update, Russia is introducing new measures to control the use of virtual private networks. Citizens providing VPN hosting within the country face blocking access to domestic servers.

Registration of domain names and rental of server resources on Russian platforms will be available exclusively through the Gosuslugi portal. Users will need to provide full personal information to confirm the legitimacy of their actions.

Violators will be added to a special registry. If illegal VPN hosting is detected, users will be banned from using domestic hosting providers for one year.

The bill containing these changes is expected to be adopted by the State Duma on March 1, 2028. This will become part of a comprehensive fight against circumventing internet restrictions.
