Ban on VPNs on Hosting Services Under the Anti-Fraud 3.0

The Anti-Fraud 3.0 bill, scheduled for adoption on March 1, 2028, includes measures banning the use of Russian hosting services to launch VPN services.

Account registration with domestic hosting providers will be possible exclusively through the Gosuslugi portal, ensuring full user identification and disclosure of their personal data.

Individuals deploying virtual private networks are expected to be included in a special state registry of violators.

Hosting companies are required to check this list and refuse such clients server rental for one year.
